Q. An owner obtains utility from income (profit) and from having the firm behave in a socially conscious manner, such as making charitable contribution or civil expenditure. Can we set up the problem and derive the optimization condition if the owner wishes to obtain specific level of utility at the lowest possible cost? Do these conditions differ form the utility-maximization conditions?

A. Since it's a specific level of utility, you'll use that as a constraint for your Lagrangian, L? So L = C(x) - ue(utility function - specific level of utility) Then set your first order conditions, as per normal. I guess you can set it up if you knew the explicit functions for both utility and cost. A caveat: I'm not 100% sure if I'm correct.
